Almost half a year ago, when I wrote up the plan for our government, it had never been tested and was just an outline. Now I think it's time to redo the government to fit our needs.
I plan to: 1: Add more power to the PG 2: Add more power to the Senate 3: Fix the BoR 4: Fix the Ambassadors 5: Add more Direct Democracy 6: Make the lawmaking process more efficient

I have made a diagram of an improved constitution that should address the problems you have pointed out : (Explanation of the colors: Red Arrows : This action does not require a regional poll Blue Arrows : This action requires a regional poll ) So, how exactly does everything work ?The Regional Government is now divided in 3 branches : Legislative(Senate), Executive(Prime General), Administrative(Supreme Judge).Both Senate and Prime General are elected for 2 month.Constitution and Law now have 2 distinctive functions : The constitution applies to every member of the region and defines the rights of the citizens and the way the government works.Laws exist purely for roleplaying purposes. What powers does each institution have ? The Senate : The Senate ammends the constitution with a 3/3 majority and a Public Vote.It also proposes and/or passes laws with a 2/3 majority.It can also call an Impeachment vote with a 2/3 majority. The Prime General : The PG appoints the Secondary General and is head of the regional liberation force (the MMMMJE).This means he/she ultimatly decides where when and how a raid liberation takes place and what regions are raided liberated. The Supreme Judge : Because the Supreme Judge is not elected and does not change he is best suited for administrative duties.He administrates the forums.He is also able to veto raids.He also checks if the laws, if a law does contradict the constitution it is declared invalid by the SJ.The law has then to be reworked by the senate to fit the constitutional limits. The Second General :In the Event that the PG goes inactive or resigns or is succesfully impeached the SG replaces the PG until election are held or the PG is active again. The Regional Lockdown :
Both the PG and the SJ are able lock down the Region.The Person locking down the region has to provide definitive proof for the necessity of the lockdown (if the region is threatend to be raided for example, the person locking down has to provde a screenshot of the threat or other proof).If the PG has locked down the region and no Proof is shown the PG is automatically impeached and the lock removed.If the SJ locks the region without proof the PG has to remove the lock.Proof has to be shown within 2 hours. Impeachment :
Both Senate and Supreme Judge can start an Impeachment vote.If an impeachment vote is started the senate/the SJ have to post the reason(s) for the vote on the RMB.If the vote suceeds the PG is ejected by the SJ to clear his endorsements _____
I hope this solves the problems you have pointed out. I would also like to mention that this proposal lacks the Right of Rebellion as i am not sure if it is actually all that useful as it possibly incentivizes infighting and thus could weaken the MMMMJE.

Currently I, Nordenwald, am in the process of drafting Libertarian Capitalist Propaganda Legislation a new economic policy and a super special manifesto-type work.
Furthermore, I think the PG and SG should be permitted to attend Senate meetings, along with all BoR reps. The Senators are the only members of the meeting that get to vote on a piece of legislation however.
On the Right of Rebellion: take it or keep it. I would prefer we keep it, but that's just because I feel as if its the closest thing we could have to an effective 'protest'. It is that 'direct democratic' element you were looking for.
